Uganda has overtaken Kenya as a preferred destination for foreign investors seeking opportunities in East Africa, according to a new World Bank report. Kenya, which is East Africa’s largest economy, lost its grip on reforming the business environment to finish at number 121 from position 109 last year out of the 185 countries surveyed for the Doing Business 2013 report.

4. Apple Unveils iPad Mini

Apple has launched its widely-anticipated 7.9in (20.1cm) tablet, the iPad Mini. The device, which is 7.2mm thick and weighs 0.68lbs, was announced at an event in California. The entry wi-fi-only model, with 16GB storage, will cost £269 in the UK and be available on 2 November. The iPad Mini will compete directly with similar sized tablets from Google and Amazon.

International Criminal Court Prosecutor Fatou Bensouda has sought assurances from President Kibaki and Prime Minister Raila Odinga that Kenya will co-operate with The Hague-based Court. She also raised concerns over protection of witnesses and pushed for the release by the Government of confidential security information relevant to the two Kenya cases.

6. Saitoti 'Could Have Died Long Before He Even Died', State Experts Reveal

The late Internal Security Minister George Saitoti may have died from poisoning.  The stunning revelation was made at the Commission of Inquiry probing the June helicopter crash that killed him and five others. The information sharply contradicts an official report by the Government Chemist that the minister’s blood and tissue analysis indicated no poisoning.

8. Odd: Man Attends His Own Funeral

Police say a 41-year-old car washer shocked his family when he interrupted a funeral being held for him at his mother's home in the town of Alagoinhas in north-eastern Brazil. Police inspector Roberto Lima said that on Sunday Jose Marcos Araujo identified a body at the city morgue as being that of his brother, Gilberto. Insp Lima said that Jose Marcos took the body to his mother's home where a wake was held.
